Committee mulls Urban Hens proposal

The Transportation & Protective Services committee is mulling over a bylaw to allow a capped number of urban hens.

Although proposed plans were rejected by the previous council, Councillor Jackie Clayton was ready to hear the group out.

“It was great to have the urban hens people back to inform new council members about their intent,” said Clayton.

“(They) could give some information in case committee members needed some background.

Council turned down the proposal by a 5-3 vote in August. The proposal would have allowed up to four hens per permit holder.

“At some point it’s council responsibility to listen to any issues. But obviously, if something is defeated at a council level, it can’t continue to come back,” she said.

“I think there’s an opportunity for groups to have open dialogue at a committee level.”

Clayton was clear the ask for administration to bring forth a proposal doesn’t make anything set in stone.

“At this point committee had interest in administration bringing back what changes could look like to the animal bylaw,” she said.

“That’s not to say that next committee when it comes back, that it will actually get to council.”

The changes were proposed for a spring 2018 start, and there was a motion to allow administration to come to committee in the future with a proposal.
