City moving forward on Intermunicipal Collaboration Framework with County

The City is moving forward with the Intermunicipal Collaboration Framework (ICF) process with the County of Grande Prairie.

The ICF is in place to manage funding and delivery of intermunicipal services, such as water and wastewater and emergency services, and was originally due by April 1 of this year.

Mayor Bill Given says at the council meeting last night, he was directed to notify the County and Minister of Municipal Affairs of their intent to move to mediation stages.

“The most recent change from the provincial government in light of the COVID pandemic (is that) they have extended a number of deadlines for municipalities were facing, and that included the deadline for municipalities to complete an ICF by April 1.”

Mayor Given adds that the ICF was not ready to be finished by April 1.

“The City and the County weren’t on track to have it completed by then, which would’ve been fine, we just would’ve been required to enter into a mediation stage and then also into arbitration if we weren’t able to resolve the issues. Again, as a result of COVID, face-to-face mediation is impossible at this time, but the motion last night (April 6) was essentially City Council saying ‘Hey, we think that it’s important for us to get this resolved.’”

The ICF deadline has been moved to April 21, 2021, and the City says they will set up mediation dates, in-person or remotely starting in June 2020. Mayor Given says they intend to finish the ICF entirely by March 31, 2021.
