City approves updated outline plan for Kingsgate Landing neighbourhood development

City council is moving forward with the Kingsgate Landing neighbourhood development and the new outline plan after a public hearing on January 13.

Council reviewed and approved changes to the Northeast Area Structure Plan (NEASP), including changes to the Kingsgate Landing outline plan and the Copperwood outline plan for residential development.

The original Copperwood outline plan was adopted by council in 2007, and amendments made included changing the locations of the collector roads and doing away with local road connections into the area.

The outline plan for Kingsgate Landing had originally been adopted by council in 2008, where the plan saw a large natural wetland destroyed for residential lots to be built on top.

Changes were made to preserve the wetland to meet provincial rules and the City’s storm drainage master plan.

The changes would also see 347 less people able to move into the neighbourhood, elimination of multi-family dwellings, and a reduction in the size of the planned school site.

The residential lots would see a size change as well, from 40 feet to 36, and a zoning change to small lot residential.

Councillor Dylan Bressey says the change to a small lot residential neighbourhood was something he struggled with when it came down to deciding.

“I think in that neighbourhood, it’s going to be okay. But I’m concerned if we expand beyond that in the future, that we could run into some issues with parking, snow removal, all of that. So, I just think we need to have great care as we’re talking small lot residential.”

Residents of surrounding neighbourhoods raised concerns as well, with many citing an increase of traffic in a busy traffic area, and a lack of driving and pedestrian safety.

Councillor Bressey says he has heard these concerns before, and that council will work to address them.

“Council asked for Administration to bring back a report with what’s going with traffic counts, what are the plans for 132 street in the future, so we can address those concerns. I think that this outline plan was really the right place to address them, but we’re so thankful they brought them up because they should be addressed.”

Developers of the Kingsgate Landing neighbourhood presented in support of the amendments and outline plans, and say they hope to begin development this year.
