Slave Lake residents charged after lengthy drug investigation at Bowden Institution

Charges have been laid after a year and a half of investigation into drug activity at Bowden Institution.

RCMP say institution staff began looking into suspicious activity in Nov. 2019.

A search was conducted that resulted in the discovery of hidden contraband. Packages contained fentanyl, methamphetamine, cannabis concentrates and tobacco, police say.

Innisfail RCMP led the investigation alongside Bowden Institution’s security intelligence office, and Slave Lake RCMP.

Raymond Foss, 32, Braden Foster, 31, and Joshua Laboucan, 23, all of Slave Lake, have been charged with:

· Trafficking a controlled substance, contrary to the Controlled Drugs and Substances Act (x2),

· Distribute Cannabis, contrary to the Gaming, Liquor and Cannabis Act, and

· Trespass by night.

Foss and Foster were arrested and then remanded following a court appearance. Foss was then released following a subsequent bail hearing. Their next court appearances are scheduled for Aug. 19 in Red Deer.

Laboucan remains at large with outstanding warrants for his arrest.
