Traffic bylaw changes approved, speed limit drops on some city roads

Grande Prairie City Council has unanimously approved a long list of changes to the Traffic Bylaw.

This includes some lower speed limits, including on the old by-pass and on Wapiti Road north of 68 Avenue from 70 kilometres per hour to 60. The same drop would also happen on Resources Road from 92 to 84 Avenues and on 100 Avenue from Wapiti Road to just east of 124 Street. The limit would also go from 80 to 60 on 100 Street from 132 Avenue to the north city limit.

The discussion at council talked about how some of the intersections along these roads are what they termed “collision hot spots” with more than one injury crash per month. The changes to the Traffic Bylaw would also allow trucks hauling snow off city streets to carry more than the current limit and removing playground zone designations from the street along the ball diamond by the Comp and the open field and outdoor rink near Hillside School. Both are close to school zones.

Other Council Highlights

Council approved several changes to the bylaw governing the Eastlink Centre and Bear Creek Outdoor Pool. This includes the addition of bookings for 30-minute time slots for $50 at the Outdoor Pool. This is to ease a waitlist that had numbered 100 requests as of last Tuesday. At the Eastlink Centre, the Lazy River, Splash Pad, Concourse North side and Concourse South side would each be open for one-hour cohort bookings at a cost of $100. The water slides, or one of the two hot tubs, could be added on the Splash Pad or Lazy River booking for an extra $50.00. Council also approved giving administration the authority to make these sorts of updates to the bylaw without going through Council to speed up the process.

Council approved a new Remuneration and Expense Reimbursement policy. It would come into effect after next fall’s municipal election. It would set the Mayor’s salary at $109,917.48 a year, councillor salaries at $58,348.05 a year. It also sets out things like benefits, per diems for attending meetings outside the region and a transition subsidy of 12.5 per cent of the base salary once they have served two years. The amount is payable on the last day as an elected official.

Council will support a Grande Spirit Foundation effort to bring more seniors care Spirit River. The Foundation wants to put up an apartment with 24 self-contained units for seniors. This is in addition to a 92-unit Designated Supportive Living facility announced earlier this year. The Foundation needed a letter of support from the city as the province requires it to have such letters from all member municipalities before it can borrow the $4 million needed for construction. The Foundation already owns the land.
