City offers a survey for a proposed Stormwater User-Pay System

A survey asking for the public’s feedback on a new stormwater user-pay utility system has been put out by the City of Grande Prairie.

Currently, the city pays for the stormwater system through municipal taxes which costs between $7.5 and $8 million a year.

The proposed system will move the stormwater system to a separate bill and only charge individual residents for how much their property affects the stormwater system.

Taking the system off municipal tax makes it money-neutral, with the city not having to generate new funds to perform repairs, upgrades, and maintenance.

The City has identified four main benefits of creating a stormwater user-pay utility system:

  1. Assigns a more precise cost to a property owner based on how much their property impacts the system.
  2. Allows for the allocation of charges to properties that are currently tax-exempt.
  3. Allows for a more accurate tax rate compared with other municipalities that have implemented a stormwater utility.
  4. Creates a pathway for a credit system that could reward properties for stormwater management practices.
